After the last system update, notifications from messengers (Viber, telegram , instagram, facebook) stopped coming to my phone (although the settings in the phone and messengers did not change) Is this related to the update?

We'd be happy to help out if you're having issues with your notifications.
There's no reason that updating your iPhone should have had any impact on your ability to get notifications though. All the apps you've mentioned are third party apps though. Make sure each of those apps are fully updated in the App Store to get started. If they already are, try reinstalling them.
