insufficient funds

I Recently ordered a cashapp card but i had another card back and 2021 and i made some purchases but after that I removed the card, now that I have a cashapp card i you know wanted to add it but everytime I add it, it says to avoid subscriptions and purchases, verify your payment information or add a new payment and I’ve been trying to add the new payment (cashapp card) and i keep getting messages saying “Cash App: Your $16.93 payment at Apple was declined because of insufficient balance.” and i wasn’t buying anything that was $16.93 please help! what do I do?
