Sorry but the ability to use both eSIMs simultaneously was not implemented in iPhone11.
An iPhone 13 is required for that functionality.

According to About eSIM on iPhone - Apple Support, you should be able to use both, (two) eSIMs at the same time. So, I suggest you contact your carrier for further assistance.

Take a little time to research your answers; this is not a race! Tip: One of the best sources for quickly finding and researching specs is the MacTracker database, free in the Mac App Store. I've used it while helping here for years, leaving it open in the background while I am looking through questions. It is far easier to look up specs there that by using Apple's tech specs listings.
I do research my answers to the best of my abilities. Unfortunately for me, the Support Article about eSIMs I had linked above, didn’t explain everything about eSIMs, apparently.
The app you refer to: Is it only for Macs, as it’s name suggests? If so, I may not have a use for it, as my limited expertise is mainly within iPhone. But I do appreciate the suggestion.

The "Mac" refers to the fact it tracks Mac specs. There does appear to be an iOS version. I'm sure a search of the App Store will turn it up.
