How to force Ventura to give cam/mic permission to an app?

Hello, in older versions of macOS, when I go into System Preference's Privacy tab > select Camera or Microphone > there'd be plus/minus buttons where I could add or remove an app from these privacy settings.

E.g. if I wanted Zoom to have access to both I'd click the plus sign in each section and add the Zoom app.

In Ventura I'm not seeing the plus/minus buttons...

I only see the apps that currently have permission.

How do I get around that? Thanks.
