You cannot repair a damaged PDF, or force Preview to open a PDF that is incompatible with it. Preview cannot read every PDF and your fallback plan is to install the current free Adobe Acrobat Reader DC (that Adobe keeps PDF current) and try the PDF in that application. If the Adobe Reader cannot open that PDF, then it is a junk file.
Note: The default Adobe Acrobat Reader DC that is at that link supports Catalina thru Ventura. If your operating system is older, there is a more download options link on that page where you can select older versions of the application for the relevant operating system version in use.

It still won't open on adobe, is there any other way to restore the file?
Get a new copy of the PDF from the source. Try opening it again in Preview and Acrobat Reader DC respectively.
PDFs are end-format documents and repairing them is to regenerate them.
