“Your Payment method was declined”

I’m trying to add a new card for a payment method but after I finish putting the info in, it says “your payment method was declined. Please sign in to continue.” And that’s what I did— but it keeps popping up on my screen no matter what and not adding my new card to my Apple ID. Any reason why? I also use an ascend Visa card.
