If there is no message on the screen with contact instructions there is no way to contact the owner. Turn it in to an appropriate near Lost & Found near where you found it or local police.

BUT PHONE IS STUCK FLASHED SO I SHOWING SCREEN ACTIVATION LOCK TO OWNER
It's useless to you or anyone other than the owner. Only they will be able to unlock it.
As mentioned, turn it in so the owner has a chance to reclaim their property.
