You can charge for 30 minutes; that would possibly not yet charge to 100%, but plenty enough for use for a few weeks. Charge to ① a USB port on a computer directly, or ② to a power adapter in an AC socket. Other USB ports may not be suitable for recharging. Charge the Siri Remote - Apple Support
A paired Siri Remote would show a low battery charge level notification on-screen at 20% (at waking), again at 10%, and lower. Lowest that I ever got (as a test) was at 2%, I think. The next day it wouldn’t function anymore, before recharging. It is good to recharge when at 20%.
The current battery charge level can be monitored on-screen in Settings, but you’ll need a paired functional remote to access that, of course. You can do this while charging.
Besides the restart option, did you also try the option to pair again (different button combination)? If your Siri Remote or Apple TV Remote isn't working - Apple Support
If the issue persists after trying all that, then please contact Apple Support.
