MY SONS IPAD WILL NOT LET ME DOWNLOAD ANY APPS. I SET HIM UP UNDER MY FAMILY. HOW DO I SWITCH USERS WHEN IT SAID NOT AVAILABLE DUE TO RESTRICTIONS?

I would follow these Instructions:
settings>>screen time>>content and privacy restrictions>>(scroll to the bottom of the page)>> account changes>> press allow
