I have had the same issue all week with an 11 Pro Max. I was just able to get it to allow me to download and install by:
For some reason that worked. It’s preparing to install now. Crossing fingers that it actually does complete installation.

If you suspect that the iOS/iPadOS 16.5.1(a) or 16.5.1(c) to be the cause of the problem, the Rapid Security Response (RSR) update can be easily removed:
Settings > General > About > iOS/iPadOS Version > Remove Security Response
After removing the update - you can can try to perform the iOS/iPadOS 16.6 update.

Backup and sync are not compulsory unless up have already set the Finder screen to start them on connection.
Why a backup is not a considered a good thing before updating I don't understand.
Any ad-blockers which are often VPN at their heart?
Restart the router.
Uninstall any VPN or ad blockers.
Reset network settings on iphone
Restart the phone
