I have just received a phone to be used at my workplace, however, I already have a personal phone. Is there any way that I can sign in to both phones with the same Apple ID and be able to use them individually?

Use a different AppleId for your work iPhone.
Assume that work can access anything on your work iPhone
including your AppleID and associated password which gives
work access to your personal information as well.

Unless you are self-employed (which you apparently are not) keep your work AppleID separate from your personal AppleID.
Trying to combine … and later dis-entangle … creates nothing but pain.
Plus, as your employer presumably owns the work phone …
… they can assert their authority to access and control EVERYTHING on it. (if not “now” … quite possibly “later.”)
If you sign into them both with the same Apple ID, they will share things like Messages and iCloud. You can certainly add your work email, contacts and calendar to only one phone and not the other.
So it will not affect one phone if the other phone receives a call? When I try to set up the work phone, the personal phone thinks that I am changing phones, so how do I avoid doing that?
In what way does the "personal phone think" you are changing phones? Are you setting up the work phone from a back up of the personal phone? What, exactly, does the message you're getting say?
