Yes you can, but it is up to the manufacturer of the TV to opt in and may be only available on specific models. For those that allow the Apple TV app it will be searchable within the TV's internal App Store. The Apple TV app can also be accessed via external streaming devices, apart from the Apple TV hardware it is also on Roku, FireTV, Google TV and Game Consoles.
