Lost Mode IPhone offline

Hello everyone, so to be honest I lost my phone last week, and unfortunately it didn’t have a passcode. I put a lost mode on it. But as I know the phone will be on the lost mode when it will connect to the internet. So my question is can iPhone be activated on lost mode offline, and if not, what are the other options that I can try to safe my information?
