If the option to cancel a subscription is missing, see the following excerpt from Apple Support article If you want to cancel a subscription from Apple - Apple Support
You might need to scroll down to find the Cancel Subscription button. If there is no Cancel button or you see an expiration message in red text, the subscription is already canceled.
Also, a subscription that is already cancelled will typically have wording in fine print similar to "Expires on [date]" rather than "Renews on [date].”

Hello there!
As far I can see you got a offer to have free Apple Music,
for this reason you can't cancel the plan right now.
You have to wait until this plan is over and the normal price comes back,
then you can cancel the subscription.

I have followed every instruction on every "help" page, scrolled to the bottom of every "manage" page, and there is no 'cancel' button.
My only option is to remove Apple as a payee from my PayPal.

Not if you cancel the promotional offer before September 21. I would be sure to do it at least a couple of days before that.
I will gratefully accept help from anyone who has had success with a workaround.
