For USB accessories to be accessible to your iPad while the iPad is locked, you will need to enable the feature in iPad settings:
Settings > TouchID | FaceID & Password > [Allow Access When Locked] USB Accessories - set to ON
You should note that enabling this setting will weaken the security of your iPad.
