My acct got hacked and they edited a valuable video. I need the full video back. I checked my cloud and deleted folder. Nothing. I can’t revert it, I think the original was deleted and the edited version saved. Can i get it back the original? Most importantly, trace/track who did it?

Whoever “they” are, this was obviously targeted.
iCloud doesn’t maintain old copies of files, past the deleted folder. If you do not have a copy of the original file elsewhere, then it is gone.
Your device and/or Mac and/or your Apple ID was compromised, and the iCloud access would have been from your Apple ID, if not from one of your devices.
Pretty much everything here—Apple ID, all other passwords, and all—is now best considered to be compromised, and all passwords and app tokens best reset, etc.

A. Deauthorize All Option:
