Can i put the charge for an app onto my phone bill?
So i want to purchase an app but have no money in my wallet can i put the charge toward my phone bills?

I don't think the App Store works that way.
If you told your phone carrier "I want phone service, but have no money in my wallet, can you put my phone service on my App Store bill," I think the answer to that one would be "No," also.
