Why can’t I add my debit card to my apple wallet?

I removed my old debit and when I tried to add my new one, it wouldn’t accept it! Why?

iPhone 14 Pro, iOS 16

That is a common issue. You should contact your card-issuer bc that is the culprit.

The issuer must agree with Applepay that your card is eligible.

I couldn’t find my debit card so I went to bank and got a new one but I can’t get my iPhone to except it . It says in red that I can’t use it something about old card still being used or charged
