Hi, access https://reportaproblem.apple.com/ and sign in with youar Apple Id,

from there you will be able to reimburse this charge or start a dispute and see from where they charged you.

If nothing is there, you should reach Apple Support by downloading the app "Support" and picking the right options they ask you.
