Can’t add new payment card to Apple ID

I would like to add a new payment card to my Apple ID but it is greyed out so I can’t select it. I also got a new credit card which has the same number as the old one but new CVV and expiry date and it won’t let me update those details either. I can’t remove that card. I have no current subscriptions on my phone. We have family sharing across our 5 family member phones, my husband is the organiser of that. All 3 kids have the same credit card saved on their phones for emergency use.

any thoughts?
