What I would recommend is sign out of accounts that you aren’t using. If not, are there people logged onto your accounts that shouldn’t be? To check, go onto iCloud.com and sign in. Click your profile picture then click manage my Apple ID, scroll down to account security and click it. Then look at the devices, if you don’t use them anymore or you do not recognise them, click remove from account.

This iPhone has activated all of the accounts it could activate in the course of this year. If you really want to activate this iPhone with your Apple ID, please Contact - Official Apple Support to get more support on this issue.

someone recently dumped me and has been using my info to open too many accounts…
