Won't let me purchase an app

Im trying to download Adobe Lightroom, it is asking for a payment method. Im putting in my correct payment information and every time I press "done" it shows me a new screen that says, "Cannot Verify Payment Information, Contact Apple Support for more information." I tried this a total of three times and every time it will say the same thing.
