A phone # that I NEVER used is showing as registered to my Apple ID

I got an alert that a new phone # is registered to my Apple ID on my Apple Devices that I. NEVER. registered. I live in TX and the phone # is NM. I do live on border of NM but I have NEVER had a NM phone #. I have no idea who this belongs to. It says the phone # is connected to my imessage and FaceTime. When I go to "Name, Phone Numbers, Email" in Settings the # is listed along w/ MY phone # and icloud.com. When I try to remove it, it tells me I need to Deregister it. Since I never registered it to begin with I of course do not have this iPhone. I then tried to deregister it under the "No longer have your iPhone?" and they are supposed to send a confirmation code but I have no idea where they are sending that code because I DO NOT have this iPhone that I am trying to deregister and I'm not getting the code in my messages or emails so it will not let me deregister it.

The other possibility is that this is a phishing message. Don't enter any information into links in the email if there are any. Use Apple service by entering the URL yourself based on what Apple provides on its web site.
