“Photos Library” is in iCloud Drive, and needs to be moved to a folder on your Mac to open.

Suddenly unable to open photos in my MacBook Air -- can only see them on my phone even though I have enable sync

Your photos library file has been moved into a location that syncs with iCloud. Move the photo library to your photos folder.
