Delete, uninstall app in iOS 17

How do I completely uninstall an app on iPhone 13, iOS 17. Example; when I uninstall Facebook messenger or T-Mobile app some data must remain. When/if I reinstall that app it seems to still have my login info. I click uninstall and remove all data.

what’s the proper way to remove COMPLETELY?

I don't understand the instructions for removing an app. I have a really annoying app that reads all texts I receive aloud. The instructions say "Tap and hold the app icon. Choose "Remove App." Then tap the Delete App. option and confirm."

I don't understand any of this. What does " tap and hold" the icon mean? I can tap it but I don't know what --if anything--"hold" means. I tap on the icon of the app I want to delete but no "Remove Apps" option appears. I have an IPhone 13 Pro. It has a version of ios 17 and will be getting a new ios 17 tonight.
