can not authorized computer downloads for books

I am trying to authorize my new computer to download older book and music purchases from previous years

from here i sign in to books with my apple id.

i am then told to sign in with the above dialog box

I'm then redirected to the app store

i've attempted to log in many times with no success and no error message, i keep getting the above dialog box over and over again.

These are the books i'm trying to access

MacBook Air 15″, macOS 14.1

I would try three things:

In the Books app, click your name on the bottom left. Does a new window with your account settings open up? If so, try to log in and out.
Go to Settings > [your name] > Payment and Shipping. Make sure that you're logged in there and all your details show up.
Open the App Store app, click your name on the bottom left, and Account Settings on the top right. Make sure you're logged in there and you can see all your account details.
