When I connect on wi-fi to hotspot it shows I’m connected but it says low data mode.

So basically Low Data Mode is an iPhone feature that reduces background network activity. When turned on, Low Data Mode restricts automatic downloads, email retrieval, Apple News updates, and iCloud Photo updates. Video streaming quality may also reduce when iPhone Low Data Mode is on.
Small caveat: turning on Low Data Mode won't prevent your iPhone from performing these tasks - you can still perform them manually. For example, you can still open up & use the Apple News app. Low Data Mode just cuts down on background processes that can use up data.
