Why is my payment method decline if the app I’m trying to get is free?
I’m trying to download an app and it’s telling me to sign in to my iCloud for it to get declined when the app if free and I already had it

You need to have a valid payment method on file even for free apps. You may be charged a small amount for verification purposes which will be refunded automatically.
