Why with each app I have tried to add to my new iPhone do I need to provide a payment method.Im not trying to buy anything just trying to add apps to my new iPhone I don’t want my card information on my phone I feel that is my on choice to protect my privacy. This is why so many people have issues with identity theft so tell me how to bypass putting my card information when it is not necessary.

Even a lot of "free" apps these days are like arcade games. You can use some features for free, but progressing past a certain point may require (or be much easier with) the purchase of artificial consumable in-app purchases. You won't be charged for downloading a free app – but you will be charged for those.
In some countries, the payment method can be an Apple Balance, and you can load the Apple Balance using gift cards that you can purchase at many retail stores. If you set things up that way, I don't believe Apple would have your credit card number.
Some stores sell preloaded Visa and MasterCard debit cards, and those might be acceptable payment methods. But the banks/vendors who sell those cards add a lot of fees. At least buying Apple gift cards and using them to load up an Apple Balance wouldn't involve those.

Go online to this link https://appleid.apple.com log in with your Apple 🆔 iCloud and in the payment method select NONE then log out from AppStore reboot your iPhone and you don’t need to register any payment method to download free apps

This is due to you owing money to Apple. I just had the same issue. If you go to your setting click Apple ID, go to media purchases, click view account , click purchase history. You will then see you have something pending because it needs to be paid. Once I paid it it allowed me to download apps with no issue. Hope this helps

yes it is completely your choice let me make you clear apple is committed to privacy So do not worry.
Apple is asking to app payment option just to make hassle free payment if you wish to purchase any services from app store.
also it is required for registration process of future billing.
There is nothing to worry
there are million and trillions of apple user who already have shared card info to apple including myself.
if you are so concern about your debit or credit card , do purchase apple gift card voucher and redeem it in app store and you are done.

Why at Least One Method of Payment is Needed.
You need at least one method of payment assigned to your Apple Account. This is because even free apps have the option to purchase items from within them. It's a matter of licensing and piracy concerns on both Apple and the Developer's part.

If you want to know "why" in any more detail than that, you will need to ask Apple themselves.
You will not be charged for downloading a "free" app – but many "free" apps are like coin-operated vending machines or arcade games, with functionality locked away behind in-app purchases. Those cost real money. Make one of them and it will be charged against your payment method on file.

Yes, it's your choice. You don't have to set up a payment method for your account. The result of that being you will not be able to download those apps.
Apple has never suffered a breach of customer credit card data.
It's actually pretty simple. If you want to use the App Store, you will need to have a valid payment method. It does not matter if the app is free or not. If you don't plan on using the App Store, no payment method is needed. The choice is yours and has nothing to do with User Experience. I'm sure every user would like it if there were no in-app purchases and never had to pay for any content, but if that was the case, there would be no developers offering any apps to download anyways.

There is not a fix, when you can see in step 2 here that you may need to add a payment method to download/update apps, even if they are free. Step 3 is for when there is a problem with your payment method.

You will find that developers are not spending their own time and money to create apps just to give them away to anyone that wants them. They are doing it for money and most will contain subscriptions or in-app purchases as an optional way for them to recoup their costs. They are free to download, but they also hope you will find their app useful enough to support their efforts and that would not be possible without a payment method.
Apple requires a method of payment on file because so many Apps have purchases available within Apps.
Have you used this ID in the App Store at all yet?
If you have ever downloaded an app that supports in app payments using this ID, you can not set the payment method to “none”.
I don't understand why I have constantly been putting in the right information for my payment method and it continues to say (this payment method has already been added to your account) so I leave it and it doesn't let me download my app
