Previously adding a trusted number in appleid.apple.com, account security, as here
simply allowed it to be added with a text message option.
Now when I choose to send the text I get a message to
This is a completely new message, and if I follow the instructions there is nothing in the other device to allow me to add the new number.
Apple status website shows all green today.

They seem to have moved the process of adding trusted numbers (without sending me the memo) from appleID.apple.com to System Settings, AppleID, Two Factor Authentication.
Problem solved.
