Found solution. Use mobile data instead of WiFi.

I had the same problem then I tried logging in using face id instead of pin and it started working

I am also facing the same issue in 15 plus previously it was working fine after updating to the latest version of 17.3.1 i was unable to login to icici etoll app ( issue was your device has been detected as rooted device).

No matter, I am on Wifi or Mobile data e toll by ICICI bank is not working on my iphone 13 and this screen with "please wait" is displayed forever.
