I can't seem to transfer current photos from apple i phone to google photos in my acer chromebook

One option (that I haven't personally tried with a Chromebook) would be to install the Google Photos app on the iPhone (from the App Store) and use it to automatically sync the photos.
You should be able to access (and download) your photos on the Chromebook by logging on to the account on iCloud.com
