Mac Pro depends on an "always-on" (when AC power is available) 3 Volt power supply to maintain its internal parameters that make it easy to startup up and run day-to-day.
When AC power is not available, the PRAM backup battery is called into service to maintain the parameters. If that happens often enough for long enough (or occasionally "just because") the Parameters are clobbered and your Mac may show no signs of life, including no fans.
That battery is A BR1632A non-recharging long-life coin cell lithium battery. It does not appear to be available to consumers. In older Macs, we found that the CR version was pretty good replacement.
The battery is 'conveniently' located behind the MPX module slots, in the low left corner of the mainboard. A battery that measures under 3.00 Volts in your hand is exhausted.
that number looks up to Mac Pro silver tower 2019 intel Xeon model.
do you get the fans?
do you have a blinking power indicator?
No fans, no blinking power light
Grant yes it is the tower unit
Maybe try this :
