Payment Verification in Family Sharing - Can’t click ‘Done’

My family is set up with family sharing. I am the main. My account has a credit card verified and tied to it.

On my wife’s phone, I cannot buy anything. If I go into Payments and Shipping on her Apple ID, it shows my card and says it needs to be verified.

When I try to go in, it asks me for the CVV number. I enter it and click Done on the keyboard. I then go to click Done on the screen and it is greyed out. I have tried removing my card, adding again. Adding a second card. All of the time it will not allow me to click Done to verify my card on my wife’s phone.
