Cannot add user or enable automation after ios17, apple TV installed but nothing works now

I've installed an older ATV 4k HD, upgraded the software twice, and can't get it to show up on any of my other devices. If I try to add another user to the home network or create an automation, Apple sends me to a page where I can buy an Apple TV or a home kit. Given that the existing ATV does not work, buying another one doesn't seem to be the correct solution.
