Reinstall the macOS:

If items are not working as they should, then you need to resin tall the macOS. Nothing will be deleted; it's just that damaged and corrupt system files will be replaced. Go Here: How to Reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.

By design, a re-install of MacOS is not intended to modify any User directories, Only System directories. It should give you a perfect, working MacOS.

That said, it re-writes over 350,000 files. if your Boot drive is already having 'issues' it could push it over the cliff into failure.

I had to think about it more than twice but had no other option. Ctrl-C Ctrl-V problem sounds like you have installed keyboard shortcuts that preempt the system shortcuts for Cut and Paste.

What version MacOS did you re-install?
