You just need a simple USB-A to USB-C 3.1 adapter for that connection.

The Apple ThunderBolt-3 <-> ThunderBolt-2 adapter supports ONLY genuine Thunderbolt devices on each side. Your LaCie drive is extremely unlikely to be a genuine ThunderBolt device.

In addition, the adapter does not supply POWER on either side.

Just as den.thed has stated, the Mac Pro 6,1 features USB 3 ports, and these are adequate for all but the fastest External SSD drives.

Their 5,000 Mega bits/sec speed roughly translates to around 500 Mega Bytes/sec, before any minor speed reductions will be seen. That is plenty fast for most purposes.
