iCloud notes, how to open on my desktop pc?

When I go to iCloud on my desktop pc I cannot open my lock or unlocked note. I know I'm supposed to use a password but I don't know where to enter it. How do I do this so I can view a note locked or unlocked in iCloud?

Also, when I returned to my iPhone in my pc I found all my notes unlocked. Why is that?
