How can I update iCloud storage on a Windows device?

I have my data backed up on iCloud, but I'm not using any Apple devices right now. I want to continue my iCloud storage subscription, but I can't upgrade or purchase it from my Windows device. Can you help me figure out how to maintain my storage plan with a Windows device?
