Photos Not In Downloads on New PC

I recently had my PC refurbished and upgraded to Windows 10. When I setup the iCloud I set it up to put a copy of my photos on my PC. Once I did that I realized that it would not longer put new photos in the iCloud Photos > Downloads folder. I need them as I organize my photos into folders on my PC.

I turned the option off, and replaced the Downloads folder (it had been renamed to Downloads Old) and made sure the setting 'Transfer to PC or MAC' was set to Automatic on my iPhone and iPad. I have restarted all 3 devices involved, but it still does not put new photos in the Downloads folder. Can you help?
