Photos do not appearin the same organization Icloud photos and I phone

I have my iphone photo's sync'd with I cloud photos. Lots of them. I tried to organize into files yesterday in Icloud photos' That same organization DID NOT show up on Iphone. When I use other storage options for files such as MS Onedrive the organization on one device is the same as all others.

What Am I missing here?
