You don't. You need those files for quick and easy use of your Mac.
However, since they are purgeable (typically means there is a Master copy on iCloud) they will be tossed off your drive automatically if you need extra drive space for some big special project. Each file will be replaced with an auto-download icon that has a cloud in the upper right corner. Then when you need one of those purged files again later, you will endure the time to re-download.
Overall, depending on this mechanism is just a stopgap so that you can continue to work while you get around to obtaining a larger external drive, and hook it up.
