PDF's not downloading from Icloud Mail in Chrome Browser on Windows PC

I recently developed this problem with downloading PDF attachments received. I can download them when on my phone and view them from there but not when working on my PC. If I right click on the PDF attachment, it asks if I would like to save the image. Please help as I receive many PDF's on a daily basis that need printing and processing and I cannot work if I cannot download any PDF's. I am able to download other file formats.
