Collections aren’t syncing to iPad

I’m having an issue where new collections I create on my phone or Mac book aren’t showing up on my iPad, even though collections created on the iPad are showing up on my phone and Mac book. Collections that had previously existed on both my phone and iPad still sync. I’ve tried turning off iCloud syncing on both the phone and iPad and it hasn’t fixed anything. This is a brand new iPad Air M2, although I did set it up using a back up from my 1st gen iPad pro. I really would like to avoid having to factory reset my iPad and manually set everything up.
