Family member cannot download family app

Family organizer bought Proloquo2go for nonverbal family member. Family sharing appears correctly set, but when trying to download on family member’s phone, only purchase is offered.

Made sure everyone is sharing apps, but something is still wrong. He had the app on his last phone, but can’t load it on the new one. He can’t talk without the app! Really appreciate any help.
