You can set up what timezone you want to see when people post, when an article was created, and when questions were asked, Follow Zachyy’s Instructions and you should be able to change your time zone.
Different people see other time zones than you do, So, yes there are people here from a lot of different countries, they can change their time zone on the discussions site to what their time zone actually is.

Another option: Apple offers user forums like these in seven other languages where those posting may have better time zone parity with you than the English-language forums:
Spanish: Comunidad de soporte de Apple oficial
Portuguese: Comunidade oficial de Suporte da Apple
German: Offizielle Apple Support Community
French: Communauté d’assistance Apple officielle
Chinese: 官方 Apple 支持社区
Japanese: 公式 Apple サポートコミュニティ
To change your time zone in the Apple Support Community, In your Profile preferences, there you can change your preferred time zone. Now you can reach other users on the same time zone as you.

Your time zone doesn't matter. Communication on the forums is not synchronous. Someone could reply to you immediately or it could be hours or days before someone responds to your post. That is expected. Even some people in the the same time zones keep different schedules.
All the timestamps on various posts that you see here, are converted to your timezone setting. It is not visible what the time was for them to post. E.g. I’m posting this at 21:45, but if you are in a different timezone than me, then you will see a different timestamp ↖︎ above.
