great to see apple account can be added as a card, why can’t apple cash add and subtract from this location, to enable in other countries?

It can be used for purchase of Apple goods and services. So, yes payment or partial payment on iPhones is permitted, subscribing to Apple services like iTunes is permitted. Apple has an entire support article dedicated to what you can purchase with Apple Account and Apple Gift Card.

Apple Cash requires a bank to operate and Apple is not a bank. Apple Account is a store account. The funds cannot transferred only be used for the purchase of Apple services and products at Apple Retail Stores and online at Apple.com/store. Moving funds from a store account to a bank account technically is a form of money laundering and is not permitted by law.
When adding to my wallet, it says i can use my apple account for payment, i felt this could be used where apple pay is accepted. is it laundering if its not going to a bank account, it's only staying between apple accounts?
