Re-adding cards to Apple wallet

I had to get a replacement phone and even though I had everything backed up to my iCloud, obviously it had to get turned off or it got turned off when my phone broke and when I got a new one and added everything back from my iCloud backups all of my cards were gone from my Apple wallet. I had gift cards in there and loyalty cards that once I put them in the wallet I don't have them anymore and some of them were digital gift cards… How do I get those back into the wallet without having a physical card?
