She opens a bank account in her own name with a drivers license or state issued ID that matches her banking information.
If that can’t be done, you’ll need to explain the situation to the bank and the PNO. You won’t be able to directly contact the PNO and resolve the issue. Your bank needs to open a support ticket with the PNO and then they’ll have to agree to a potentially fraudulent activity.
The real answer is you daughter gets her own account and you transfer funds from your account to her account. Another alternative is switch banks to one that will work with you. I had a similar issue several years ago and opened accounts with American Express and they bent over backwards to help with the situation.
