I transferred money from my checking account over to Apple Pay. I need it to be in Apple Cash. That way I can pay somebody through the Apple account that I purchased from. Can you please help me transfer it from Apple Pay over to Apple Apple Cash?

That is not possible. Apple Pay is simply a method of payment, either online or in person. Apple Pay may use credit cards, debit cards, or Apple Cash. It cannot accommodate funds.
So you transferred money from your checking account to something … but it was not Apple Pay.
Likely you transferred the money to your Apple Account. If you did, this money may only be used to purchase Apple gear and accessories, and cannot be transferred elsewhere.
